The Indianapolis Urban League, an interracial, nonpartisan, nonprofit, charitable organization, was incorporated in December, 1965. It is an autonomous local affiliate of the National Urban League which was founded in New York City in 1910. The Indianapolis Urban League is the successor organization to the Association for Merit Employment.
The Association for Merit Employment was founded in 1952 as the Job Opportunity Program by the Quaker's American Friends Service Committee although the organization was directed by people of all faiths. The purpose of the organization was the breaking down of the color line on certain jobs which were withheld from Blacks. Albert Gamble served as the first director although the most progress came under the directorship of Harold O. Hatcher from 1956-1961. Alton Earnhart, the last director, resigned in 1965. The association was originally located in the Goodman Building (30 W. Washington) until it was moved to the English Foundation Building (615 N. Alabama) in the late 1950s. The organization continued to operate in name only after the Indianapolis Urban league was established and officially ceased operation in 1967.
The purpose of the Urban League is to eliminate racial discrimination and to create better opportunities for Blacks, the poor, and other minority groups and thus allow them to function in society. The agency is presently organized into three program departments which include the Human Services Program, the Community Education Program, and the Education and Employment Program. The Human Services Program furnishes direct service and/or refers people to appropriate services in the areas of housing, health, welfare, criminal justice, and economic development; advocacy; dissemination of information; counseling; workshops and forums; work with various councils and advisory groups; nonpartisan promotion of community involvement in the political process; and promotion of minority business enterprise and economic development. The Community Education Program provides outreach to thousands of people each year through use of electronic and print media, printed materials, public appearances and community meetings; information to the general public on community issues, problems and special concerns of the IUL constituency; production of radio and television programs; advocacy for constituency; and dissemination of information. The Education and Employment Program provides advocacy for those having problems with schools; encourages parental involvement with their children and schools; provides technical assistance to students, parents, teachers and administrators through workshops and meetings; furnishes information to students and the general public concerning scholarships and financial aid; and offers job counseling, guidance, referral and placement, and job development. In addition, the agency administers special projects such as family math, vocational education, parental involvement, and teen pregnancy prevention.
Throughout its existence, the Indianapolis Urban League's programs have undergone several changes. In the 1970s (from which the majority of this collection's records date) there were four agency sponsored major core programs instead of the present day three. They were: Employment and Economic Development (job counseling, guidance, placement, and referrals); Housing, Health, Welfare and Citizenship Education (including voter education); Education; and Community Education. There were also several special programs which included the Business Development Center which provided loans for business expansion and new businesses, sponsored management seminars for small businesses, and directed an MBA internship program; Project Thrive which was concerned with child abuse and neglect; the Human Relations Consortium which provided workshops and community meetings for parents, school administrators, community people, teachers, and students, and the publication and distribution of printed materials and media programs to ease the concern resulting from the court's decision regarding school desegregation in Indianapolis; the Local Outreach Center, which helped support minority business enterprises; the Clearstream Garden Multi-Service Center and Youth Project, which provided social services to the residents of an isolated public housing project; and summer employment for youths.
The Indianapolis Urban League is a United Way agency and receives financial support from that organization along with corporate and private donations, and government funding. It is governed by a board of directors along with an executive committee and program committees. Sam H. Jones has been the president of the Indianapolis Urban League since its inception. It is presently located at 805 N. Meridian Street in Indianapolis.
Sam Jones is a native of Heidelberg, Mississippi and received his A.B. degree with a major in Social Science from Clark College in Atlanta, Georgia in 1950. After serving in the U.S. Army and a brief teaching career in Heidelberg, Mississippi, Jones returned to college in Atlanta where he received his M.A. in Sociology and a Master of Social Work. Upon graduation he was employed by the Cleveland Urban League from 1957-1961 where he worked first as Job Development and Employment Specialist and later Director of Vocational Services. In 1961 Jones became Executive Director of the Pontiac, Michigan Urban League. He left that position two years later to become director of the St. Paul, Minnesota Urban League where he added some new program areas as well as improving the existing programs. Jones became president of the Indianapolis Urban League in August, 1966, and continues to hold that position in 1988. He received the "Gustafson Award" as the social worker of the year by the Central Indiana Chapter of the National Association of Social Workers in 1969 and a L.H.D. (honorary doctor of humane letters) from Marian College in 1970. Jones is a member of the Academy of Certified Social Workers and is active in many local and national community service organizations.

Because of its size, the Indianapolis Urban League records have been divided into ten sections reflecting operations of the organization. Section one (Boxes 1-10) includes records of the Association for Merit Employment and the Board of Directors and Executive Committee of the Indianapolis Urban League. The Merit Employment records (1953-1969) contain the organization's finances, correspondence, board of directors’ minutes, reports of examination, job placements, statements of purpose, and records regarding the agency's dissolution. There is also a 1953 M.A. thesis from Indiana University by Donald Barnett and others entitled An Analysis of the Annual Meeting of the Indiana State Conference on Social Work 1946-1952. Board of Directors and Executive Committee records include minutes of each from 1966-1980 as well as agendas, correspondence, board committees, and other relevant items from 1966-1982.
Section two (Boxes 11-44) contains records of the IUL's involvement with employment and job opportunities. The largest portion of this section deals with the records of the Business Development Center (BDC) of the IUL (1968-1980). Included are quarterly reports to the U.S. Department of Commerce Economic Development Administration which helped to support the BDC with a grant. There also are files regarding contracts with employers and clients as well as proposals, reports, programs, finances, organizational and operational materials, and published materials. Also included are correspondence, reports, printed materials and other items regarding specific programs of the BDC including the summer internship program and assistance for Black operated businesses (1968-1980). In addition there are other areas of employment where the IUL and the BDC played a role. These include the CETA, Manpower, and Affirmative Action Programs (1970-1979). There are also records, correspondence, memos, and reports of the Economic Development and Employment and other government and Urban League programs (1968-1980). In addition there are records and activities of other employment service related agencies such as the Indianapolis Business Development Foundation (IBDF), the Business Opportunity Fair, Black Expo, and the Local Outreach Center (LOC) of the IUL (1969-1980).
Section three (Boxes 44-55) deals with education specifically focusing on correspondence, meetings, court transcripts, and printed materials regarding school desegregation, busing, and the Indianapolis School Board (1964-1979). There is also correspondence, committee meeting minutes and materials, reports, printed items, and programs and projects regarding education in general and including community education (1966-1983). There are also records from the Human Relations Consortium (HRC) such as correspondence, finances, publications, government grants and proposals, and general information (1972-1980).
Section four (Boxes 55-59) contains records, correspondence, programs, and publications regarding housing in general and the Clearstream Gardens project in particular. Subjects dealt with include attempts to improve conditions, investigate violence and damage, and attempts to achieve equal housing for minorities (1964-1982).
Section five (Boxes 59-76; 107-112) contains information about other projects, programs, and activities which involved the IUL. Included is correspondence, government reports, meetings, finances, and printed materials regarding Project Thrive (child abuse), the Youth Market Place and general youth programs, Community Action Against Poverty, and the Community Service Council (1961-1980). Other subjects deal with crime and the Legal Services Organization, voter education, minority involvement in the U.S. Census, government and politics, veterans, racial discrimination, public safety, economic development, health, alcohol and drug abuse, and welfare (1960-1982). There are also reports, correspondence, and general information regarding the IUL's connection with the United Way (1962-1980).
Section six (Boxes 77-85) deals with the organization and operation of the Indianapolis Urban League. Included are the agency's general office files, programs, reports, committees, and projects (1964-1980). In addition there are records, correspondence and printed information regarding annual meetings and functions, organizational operations, and staff and personnel materials (1965-1980). There also are the agency's general correspondence files, memos, and individual's correspondence and related materials (1967-1979).
Section seven (Boxes 86-98) contains information about the National Urban League and affiliate agencies. Included are the records, correspondence and publications of nationwide local urban leagues (arranged alphabetically by state) as well as similar materials on the Indiana Council of Urban Leagues (1966-1980). There also are items regarding the Executive Directors Council of the NUL, general NUL operations, programs, reports, correspondence, annual reports, conferences and meetings, and publications (1966-1980).
Section eight (Boxes 99-106) deals with the financial operations of the Indianapolis Urban League. Information includes ledger books and loose records pertaining to the operational expenses of the IUL as well as income from donations, government grants, and United Way allocations (1965-1981). There is also one box of paid invoices from program expenses, travel expenses, and other miscellaneous expenditures (1971-1976).
Section nine (Boxes 113-128) includes newsclippings, press releases and publications pertaining mostly to the IUL. Newsclippings are arranged both by subject (Boxes 114 and 117; 1964-1976) and chronologically (Box 112-113 1959-1981). There are also copies of editorials relating to the IUL and relevant subjects that were presented on local radio and television stations such as WGEE and WFBM (1966-1975). In addition, there are IUL and NUL press releases (1966-1979), speeches and statements of concern by local and national individuals for various occasions (1963-1980), "To Be Equal Articles" issued by NUL leaders, and IUL and NUL newsletters (1966-1980).
Section ten (Boxes 129-151) contains the correspondence, records, schedules, meetings, activities, and speeches of IUL president Sam H. Jones (1961-1980). The correspondence files are arranged chronologically for the most part and in the same general order as they were received from Dr. Jones' office. They deal with groups and organizations with which Jones was a member or which were relevant to the operation of the IUL. In addition, there are publications, schedules, and reports from specific topics which concerned the Urban League and the community. There are also Jones' files regarding his connection with the Indianapolis Board of School Commissioners and other community and social work agencies, including some dating from his positions with the St. Paul and Pontiac Urban Leagues as well as AASW official copies of the social work publication The Compass from 1933-1945.
